Ludhiana's former prison site becomes the laboratory for Punjab's next social sports experiment
Ludhiana is set to inaugurate a ₹91 lakh multi-sports park built on a former prison site that had turned into a garbage dump.

Following the vision of the Punjab government’s Har Pind Khed Maidan, Ludhiana is all set to unveil its next example of a governance shift by converting a high-security legacy site into a public-access sports hub. Backed by the Punjab government, a ₹91 lakh multi-sports park has been constructed on a former prison site that had been used as a garbage dumping ground for four years. The sports park is designed to include multi-sport courts, youth recreation centres, and green fitness zones. It will host facilities for basketball, volleyball, pickleball, and box cricket.
As informed by Ludhiana Central constituency MLA Ashok Prashar Pappi, the park was built with the vision of addressing community grievances over inadequate sports infrastructure, a concern highlighted during the 2022 elections.
Policy Parallels and Political Messaging
CM Bhagwant Mann recently highlighted the role of sports in social welfare at the Qila Raipur sports festival, describing it as a potent tool against drugs under the Yudh Nashian Virudh campaign. Echoing this vision, AAP MLA Ashok Prashar has attempted to transform a local security relic into a civic wellness space through this sports hub.
A similar adaptive reuse model was seen earlier in the ₹46.5 crore IM Vijayan Sports Complex, built atop a former garbage hill by the Thrissur Municipal Corporation and the Kerala State Sports Department.
Execution and Sustainability Concerns
Local residents have raised concerns about execution leakages in such ambitious projects. The long-term viability of the park will depend heavily on sustained maintenance and programming; without it, the space risks slipping back into neglect rather than evolving into a durable community asset.
