Puducherry: Home Minister Plans For Major Sports Infrastructure Development Across All 30 Constituencies
Many thought that Puducherry (then Pondicherry) would be under the European influence when a French game, Pétanque, was introduced. The first Petanque club of Pondicherry was founded in 1960, marking the beginning of a sporting revolution. Now, as indicated by a 2024 Pétanque tournament, that number has spiked to 41, and it is even expected to rise. Although it is still one of the most popular games in the UT, the administration wants to build a holistic development in the sports infrastructure. Recently, the government expressed its desire to build major sports infrastructure in all 30 constituencies of the UT, for which it has even submitted a proposal seeking funds.
While addressing the prize distribution ceremony of a cricket tournament organised by the BJP’s Yuva Morcha to mark the 163rd birth anniversary of Swami Vivekananda on Monday, Minister for Home A. Namassivayam said that the AINRC–BJP government had implemented several initiatives to enhance the sporting ecosystem in the Union Territory. As part of its efforts to promote sports, the government had separated the Youth Affairs and Sports portfolio from the Education Department, he added.
“The Centre has actively supported the territorial administration in the development of sports by sanctioning funds. Funds have been provided for the construction of multi-purpose sporting stadiums in Puducherry and Karaikal. We are hopeful of getting more funds for the proposal to improve sports infrastructure in all constituencies,” he said.

Puducherry State Sports Council, established in 1980, marked the organized beginning of sports promotion, starting with 12 associations that grew to 25. Indira Gandhi Sports Complex in Ouppalam emerged as a key venue, featuring a football field, synthetic hockey turf, tennis mud courts, volleyball, handball, kho-kho, kabaddi courts, an 8-lane 400m athletics cinder track, and a skating rink. French colonial influences introduced Pétanque via Cercle Sportif Pondicerien, founded by a French soldier, Rezhar, evolving into the New Pétanque Association-Puducherry by 2011. Historic sites like Anna Thidal served as century-old playgrounds for schools, lacking modern amenities until upgrades.
Recent Developments
In January 2026, Union Minister Nityanand Rai inaugurated Smart City projects, including a modern mini stadium at Anna Thidal with galleries, a stage, 1,500 two-wheeler parking, and amenities for 4,500 spectators. A multi-purpose sports complex for basketball, volleyball, badminton, an international-standard swimming pool, and a cricket stadium was also launched, enabling national events and community engagement. Public consultations ensured resident input, boosting Puducherry's emergence as a sports hub. The total cost of the infrastructure upgrade was ₹282 million.
