₹15,000 crore loan for irrigation projects, ₹6,000 crore for Purandar Airport, 1,000 acres of land in Indapur alongwith allocation of hefty ₹75 crore has been allocated for the sports complex development in Baramati and a push of 12.76 hectares of government land to build an international cricket stadium in Kolhapur has been approved.
For pushing the sports advancement more further, Mumbai Housing and Area Development Authority in Kole kalyan has been initiated with the allotment of its two acres land to Maha Tennis Foundation for creating tennis facilities. An equity support of about ₹10 crores has been raised through MHADA which will aid in implementing the project at rocket speed.
Exhaustive plan for the development of sports infrastructure in Baramati
The approvals by CM Devendra Fadnavis has allowed to foster the advancements at Katfal under Baramati District Sports Complex with ₹75 crore and ₹13 lakh. The inclusion of a swimming pool, skating rink, archery range, basketball court, and a grand pavilion will be created to attract the youth towards sports activities. With other major 19 decision by the cabinet, this move will attract the younger generation to set the wheel in motion and to cater India with international medals at its forefront.
Hybrid Public–Private Partnership (PPP) model instead of relying primarily on government funding and loans
- Design–Build–Finance–Operate (DBFO) model: Private developers can design, construct, and operate facilities like the Baramati Sports Complex and Kolhapur International Cricket Stadium for 25–30 years, recovering investments through naming rights, league hosting, academies, sponsorships, and commercial leasing (retail, hospitality, sports science centres).
- Sports Infrastructure SPV (Special Purpose Vehicle): The state government can contribute land as equity, while private investors, sports foundations, and institutional funds bring capital. This reduces fiscal burden and improves accountability.
- Revenue Diversification: Facilities can function as multi-use venues (concerts, exhibitions, leagues), ensuring year-round cash flow rather than being grant-dependent assets.
- Performance-Linked Management Contracts: Instead of direct administrative control, professional operators can be mandated to meet athlete participation, grassroots development, and revenue benchmarks.
